In a step toward officially commercializing its autonomous vehicle ambitions, Tesla has been officially granted a rideshare license in Texas. Musk later posted on X saying that Tesla will open its Robotaxi Network in Austin to the public next month.
A newly formed entity, Tesla Robotaxi LLC, is now officially listed as a transportation network company (TNC) licensee with the Texas Department of Licensing and Regulation. This license places Tesla in the same formal category as established ride-hailing competitors such as Uber, Lyft, and Waymo.
Why Now?
The timing of this license is driven by a new state law in Texas that takes effect on September 1st, 2025. Previously, some Texas state legislators tried to pause or delay Tesla’s Robotaxi efforts so that it could formally comply with this new regulatory framework.
At the time, Tesla was under no responsibility to comply with the letter, but by September, it’ll be necessary to operate a public network. The new law regulates rideshare operations using autonomous vehicles under the same rules as services that use human drivers.
Effectively, it adds new permitting and oversight requirements for autonomous rideshare operators - but all of these new requirements were already integrated by Tesla into its Robotaxi Network. Here’s what was required:
Operating in compliance with state traffic laws.
Equipped with a recording device.
Compliance with federal motor vehicle safety standards.
Capable of achieving a “minimal risk condition” if the automated system is rendered inoperable.
Registered, Titled, and Insured under Texas law.

Public Expansion
Tesla has been working tirelessly to improve the Robotaxi service by making numerous Robotaxi app updates and improving FSD on the Robotaxi, which Elon says is about six months more advanced than the FSD available on consumer vehicles — although that update is coming to customers next month as well.
Tesla has expanded the Robotaxi service area three times since its initial launch less than two months ago. Here’s a timeline of Tesla’s Robotaxi major milestones:
Day 1 - Launch of Tesla Robotaxi and the first Robotaxi app
Day 14 - Tesla doubles its service area
Day 14 - Tesla updates Robotaxi app with destination editing and walking directions
Day 32 - Robotaxi launches in the Bay Area with Safety Drivers
Day 35 - Tesla expands Robotaxi service area in Austin again
Musk now says that Tesla is ready to open the network to the public next month, which means we’re about 2 to 7 weeks away from anyone being able to ride in a Robotaxi. The public opening is likely to coincide with a larger service area of up to 10x and the introduction of the Robotaxi app to the App Store.
The Robotaxi app is currently limited to invited guests through Apple’s TestFlight app. It’s also currently only available for iPhones, but we expect that to change before or shortly after the service’s public launch next month.
