Amazon Petitions FCC to Block Tesla and SpaceX’s Orbital Data Center: FCC Responds

The billionaire space race is officially heating up over orbital real estate. On March 6, Amazon’s satellite internet division, now renamed Amazon Leo, filed a 17-page petition with the Federal Communications Commission (FCC) urging the agency to dismiss SpaceX’s proposal to launch up to 1 million satellites.

SpaceX originally filed its application in late January 2026, proposing a massive constellation of solar-powered orbital data centers designed to process AI workloads in space. However, Amazon is pulling no punches, characterizing Elon Musk's proposal as a lofty ambition rather than a real plan, and a speculative placeholder that lacks the technical grounding required for regulatory approval.

FCC Responds

FCC Chairman Brendan Carr sharply rebuked Amazon’s petition, suggesting the company should prioritize meeting its own deployment obligations instead of challenging competitors. Carr noted that Amazon is projected to fall roughly 1,000 satellites short of its upcoming milestone for the Kuiper constellation, while other operators are actively launching at scale.

The Centuries Math

One of Amazon’s primary arguments centers on the physical impossibility of SpaceX’s timeline based on current aerospace logistics. Amazon’s filing breaks down the math based on today’s relatively rapid launch cadences.

In 2025, which was a record-breaking year for spaceflight, only 4,526 satellites were launched into orbit worldwide. At that pace, Amazon notes it would take more than 220 years to deploy SpaceX’s proposed 1-million-satellite constellation.

In addition, assuming a five-year lifespan for each satellite, that means 200,000 satellites would need to be replaced each year just to sustain the constellation. Just replenishment is 44 times the global launch output of 2025 (of which SpaceX is greater than 90%).

On the flipside, SpaceX’s entire argument sits on one key item that Amazon has conveniently omitted: Starship. If Starship V3 becomes as reusable as Falcon 9 in the near future, hitting the required launch cadence with the massively increased capacity of Starship suddenly doesn't seem like such a moonshot.

Warehousing Orbital Real Estate

Beyond the math, Amazon is accusing SpaceX of attempting to exploit the regulatory system. The filing claims that SpaceX is using a vague application to stake a priority claim over a vast swath of orbital resources with no genuine intent to deploy.

According to Amazon, SpaceX's application is missing critical radio-frequency (RF) and orbital parameters. Instead of detailing the full constellation, SpaceX allegedly provided partial data for just three satellites, representing a mere 0.0003% of the proposed system. 

The application also only loosely states that the satellites will operate anywhere between 500 km and 2,000 km in altitude, with an additional 100 km tolerance. This would effectively allow SpaceX to hoard a massive range of low-Earth orbit, forcing every other satellite operator to plan their real-world networks around a SpaceX constellation that may never actually exist.

Industry Backlash

Amazon isn't the only organization trying to ground this proposal. Friday marked the FCC's deadline for public comments on the application, and the regulator has been flooded with over 1,200 submissions, a staggering volume for a typical satellite application.

Alongside Amazon, rival satellite operator Viasat and the American Astronomical Society filed their own objections. These groups are raising severe concerns about space safety, collision risks, and the sheer volume of orbital debris and light pollution a million-satellite network would generate.

Impact on Tesla

The ripple effects of this orbital ambition extend directly to Elon’s other ventures. Elon has proposed a similar roadmap for Tesla, envisioning space-based data centers to support the FSD’s own massive artificial intelligence workloads. 

During the early stages of this off-planet transition, Tesla would utilize the orbital data centers built by SpaceX and xAI to tap into additional neural network training capacity as needed. 

To power this unprecedented surge in space-based infrastructure, Tesla and SpaceX are actively working to drastically expand domestic solar panel manufacturing. Elon recently announced a target to build up to 100 gigawatts of annual solar production capacity in the U.S. within the next three years to feed these energy-intensive satellites.
