Tesla's global expansion of Full Self-Driving (Supervised) is actively moving forward. Speaking at the CVPR conference in Denver this week, Tesla AI chief Ashok Elluswamy showed a presentation slide outlining every country currently waiting for regulatory sign-off.
The slide, shared on X by Tesla community member @wholemars, reveals that 1.3 million vehicles globally already have access to FSD and highlights the next targets for approval. Below is a breakdown of the FSD approval map included in Elluswamy’s presentation:
Americas
Tesla is working to expand its footprint in South America. While North America already has widespread FSD access across the U.S., Canada, Mexico, and Puerto Rico, the software is now awaiting clearance in two new southern markets:

Europe
The latest region to join the FSD fray is quickly picking up momentum. After the Dutch RDW issued a landmark approval in the Netherlands back in April, the Baltic countries of Lithuania and Estonia (rollout pending) have already followed suit with their own green lights. Because many European nations — both inside and outside the EU — look to the Dutch RDW as a template for automotive regulation, the approval dominoes are falling quickly.
Belgium is moving to fast-track its local approval process, while Sweden has authorized expanded public road testing. Additionally, the remaining Baltic country of Latvia is rumored to be nearing sign-off, and Tesla is actively holding talks for FSD deployment in Ireland. Alluswamy’s presentation provided even more clarity on the state of FSD in Europe.
EU Countries Pending FSD Approval: Austria, Belgium, Bulgaria, Croatia, Czechia, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Luxembourg, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.
Non-EU Countries Pending FSD Approval: Albania, Andorra, Belarus, Bosnia and Herzegovina, Kosovo, Liechtenstein, Moldova, Monaco, Montenegro, North Macedonia, Norway, Serbia, Switzerland, Ukraine, and the U.K.
Middle East
Progress is also ramping up in the Middle East, where local validation is underway to adapt FSD’s neural networks to the regional infrastructure and weather. Tesla officially started road testing in the UAE earlier this year to train FSD on desert driving conditions and heat haze. In Israel, Transport Minister Miri Regev has confirmed that FSD is coming soon.

It also looks like the presentation slide had Bahrain highlighted as another country where FSD approval is expected, although it’s a little hard to tell for sure.
Asia
While Tesla classifies China as already having approved FSD, and the software launched in the country last year with version 13, it only rolled out to a limited number of vehicle owners. Wider public availability has since been stalled due to local data regulations, but it looks like that is close to changing. According to recent updates Tesla made to its Chinese owner's manual and website, an FSD relaunch may be coming soon to the country, this time with the latest iteration, version 14. Nearby, Tesla has also announced it aims to officially launch FSD in Japan before the end of the year.
