The China Caveat
Looking at the numbers, China represents a massive chunk of that 25% global access total. While FSD initially launched there back in February 2025, the actual consumer rollout has been slow and limited. FSD originally became available to a small number of public vehicle owners with version 13, but data compliance regulations stalled a wider release.
It looks like Tesla is close to overcoming that data restriction, though. Recent changes to Tesla’s Chinese website and local owner’s manuals indicate that a wider re-release of FSD could be coming soon with version 14, the latest iteration. Interestingly, it looks like FSD v14 is coming to China under a new name to fit local market branding.
The European Domino Effect
Europe is the latest region to join the FSD fray. The momentum started when the Dutch RDW issued its landmark approval in the Netherlands back in April, triggering a domino effect. Because European countries both inside and outside the European Union often look to the Dutch RDW for direction on automotive law, the Netherlands' approval is serving as a template for other countries to evaluate, recognize, and adopt.
We are seeing this not just happen but also accelerate quickly. FSD received approval in Estonia alongside Lithuania in May, followed by a green light for public use in Denmark this month. Just a day later, Belgium joined the club with its own approval, making it five EU nations in just two months.
At this rate, the entire European Union could secure access before the end of the summer, throwing open the gates to a population of over 440 million people. Outside of the EU bloc, the United Kingdom is expected to follow with its own regulatory approval.
What’s Next for Global Expansion?
Elon Musk has long maintained that FSD is already ready for global deployment, with localization and regulatory approval being the only bottlenecks. The expected expansion map stretches far beyond just Europe. Tesla AI chief Ashok Elluswamy recently revealed a map showing every country where Tesla is currently working through the approval process for FSD.
For instance, Tesla is currently aiming to launch FSD in Japan this year, which would introduce another 120 million people to the platform. Meanwhile, official road testing is well underway in the UAE to gather localized driving data for a Middle Eastern release. As more regulatory bodies accept the safety data and give FSD their seal of approval, the percentage of the global population with access to autonomous driving capabilities is set to skyrocket.
