Tesla's plan to deploy an entire fleet of vision-only autonomous vehicles is hitting a legislative speed bump on the East Coast. A new bill advancing through the New Jersey legislature could completely block the upcoming Cybercab and other Tesla Robotaxi vehicles from operating in the state unless they change how their Full Self-Driving system sees the world.
According to a recent report from Electrek, Bill S1677 seeks to mandate multiple-sensor setups for any driverless commercial vehicle. This presents a direct challenge to Elon Musk's long-standing strategy of relying strictly on cameras for autonomy.
The Camera Plus Two Mandate
The proposed New Jersey law introduces a strict three-year pilot program for autonomous commercial networks. The biggest hurdle for Tesla is a “camera plus two distinct sensing modalities” clause that requires driverless commercial vehicles to carry more sensors beyond just cameras. In the autonomous vehicle industry, this typically means combining cameras with radar and LiDAR hardware.
Competitors like Alphabet's Waymo and Amazon's Zoox already use this exact triple-sensor setup to create layered redundancy. Musk has famously snubbed technologies like radar and LiDAR for self-driving, calling them a crutch. While Tesla still uses LiDAR equipment to collect ground-truth data on its validation rigs, production vehicles don’t use it to drive. Instead, Tesla's FSD software relies entirely on cameras to build 3D models of the environment — a job typically handled by LiDAR on most self-driving implementations.
Under the bill, these hardware mandates aren’t temporary. Even after the initial three-year pilot program wraps up, operators can’t just remove the extra sensors. The testing phase is more for the NJ government to determine if autonomous vehicles should be inducted into state driving laws than for operators to prove they're safe enough to only require cameras. Once the trial ends, the NJ Motor Vehicle Commission will have six months to submit a final evaluation report to the Governor and Legislature to codify these safety guidelines (including the sensor requirements) into permanent state traffic laws.
Strict Oversight and Missing Steering Wheels
Beyond the sensors, the bill outlines several rigid rules for commercial deployment:
Vehicles must complete 50,000 miles of supervised in-state testing with a human safety driver before going driverless.
Operators must submit full safety certifications, insurance proof, and law enforcement interaction plans.
All collisions must be reported to the New Jersey Department of Transportation within five days.
There’s another caveat that creates a secondary problem for Tesla. Bill S1677 favors vehicles that keep traditional controls like a steering wheel and pedals. This is a tough break for the Cybercab. Production Cybercab units ultimately destined for Tesla's Robotaxi service just started testing on public roads in Austin, and they not only lack radar and LiDAR but also completely forego steering wheels, pedals, or any kind of human controls.
This framework stands in stark contrast to other regions where Tesla has already been cleared to operate driverless, fully unsupervised robotaxis with just cameras. For instance, Tesla was recently able to self-certify FSD-driven Robotaxi vehicles as SAE Level 4 autonomy-compliant in Texas under a new law allowing commercial driverless operation with minimal state-level hardware rules.
What This Means for New Jersey Tesla Owners
State Senator Andrew Zwicker, who sponsored the bill, noted, “This is not anti-Tesla. I’m pro-New Jersey safety.” Tesla previously pushed back against the bill through alerts delivered directly to customers in the state, but that caused some temporary confusion. The messages led many local drivers to believe the state was going to ban their personal cars or disable FSD.
Zwicker clarified that the bill exclusively impacts fully driverless commercial fleets. Your consumer vehicle is perfectly safe — at least until unsupervised FSD rolls out and Tesla starts letting owners rent out their vehicles for autonomous ride-hailing on the Robotaxi network. With New York reportedly considering an identical bill, the regulatory battle over vision-only autonomy is just getting started.
