Finally. After over a year of waiting, FSD Beta will soon be pushed to Canadian testers. This was announced by Elon Musk on Twitter.
Responding to a tweet from John from the Tesla Owners Club of Silicon Valley asking "#FSDBeta for Canada ?", Elon said "No guarantees, but maybe next month. Requires quite a lot of incremental testing & code tweaks for different road system in Canada."
As usual, this must be taken with a grain of salt, as Elon Time is generally slightly off from the rest of the world, and #FSDBetaCanada has been "coming" for quite some time now. As FSD gets better in the US, however, it seems more likely that our friends to the north will get to start testing soon.

It’s worth noting that some US-based testers have crossed the border and completed some tests in Canada. Last month, one tester who goes by @JeffTutorials on Twitter posted some excellent footage of his car navigating around Canadian streets with minimal issues. The car had no problem making some complex turns, merging into traffic, all that good stuff.
Jeff noted "FSD Beta works great in Canada!" and that he sees "no difference in performance compared to the US". A few other US testers have reported the same, all having minimal to no issues with FSD Beta in Canada.

Speculating on the reason for the delay, some believe there may still be some regulatory issues that need to be addressed for Tesla to begin sending the software to Canadian testers. Others believe that the delay could have to do with training the system to recognize some traffic controls not seen here in the US.
Notably, traffic lights in Quebec feature different shapes in addition to different colors in their light designs (which is quite a clever design that accommodates colorblind people, an issue which is often overlooked).
Tesla is set to release FSD Beta 10.5 in about 10 days. Some of these builds may start adding better support for Canada's streets and signs.
