Tesla has made several key upgrades in new Model Y Performance models coming out of China. The biggest upgrades are the improved processor that power the car's infotainment system and the new graphics processor.
A video is now available that compares the previous processor system (MCU 2) to the new Ryzen-based processor that is used in MCU 3 in a side-by-side video.
The difference is most notable in the web browser. Video streaming services, such as Netflix and Youtube are also notably faster because they're being loaded in a hidden browser.
Interestingly, the difference in processors is also noticeable, although not as drastic when dragging the on screen map around.
This MCU upgrade, lithium-ion 12v battery and better noise isolation are the biggest upgrades we've seen to the Model 3 and Model Y since the Model 3 was released in late 2017.

Upgrades
It's possible that Tesla may offer an upgrade to MCU 3 to current vehicle owners, but there is no official word yet.
Tesla has been offering upgrades to MCU 2 to owners who have a vehicle on MCU 1. MCU 3 has been available in the Model S since being introduced this summer, so it's possible that there may be no upgrade path, at least for MCU 1 owners who have only been offered an upgrade to MCU 2.
It's still too early to tell, but we have to have additional clarity on upgrades soon. If there is a path to upgrade, it likely won't come cheap, as previous MCU upgrades have been in the $2,000 to $3,000 range.
